Stephanos Bibas is a federal judge on the US Court of Appeals for the Third Circuit after serving for many years as a scholar of criminal procedure at Penn Law School. A native New Yorker, judge Bibas attended Columbia at 15, debated in the Philolexian Society, and later won the first place speaker award in the World Debate Championships while studying jurisprudence at Oxford.
